K Leishiyo as Hill Areas Committee chairman of Manipur
K Leishiyo from Naga People’s Front (NPF) was elected as chairman of the Hill Areas Committee (HAC) of Manipur Legislative Assembly on Wednesday. He was elected unopposed as no other member of the HAC from the opposition party (Congress) filed nomination to contest for the post.
K Leishiyo was elected from Phungyar Assembly constituency from Naga People’s Front party, one of the two major ruling partners governing BJP in Manipur has secured one more notable post in the coalition government.
The election to the post was necessitated after T Thangzalam Haokip resigned from the state Assembly in June this year. He was among three MLAs of the ruling BJP who resigned from the state Assembly after withdrawing support to the N Biren Singh-led BJP’s coalition government.
Hill Area Committee constituted under the Manipur Legislative Assembly (Hill Areas Committee) order, 1972 comprises all 20 elected MLAs from the hill districts of the state as its members.
Of the four legislative functions of the HAC, one includes observation of all bills except money bill containing the schedule matters for consideration and report to the Assembly.
The HAC has the right to consider and pass resolutions recommended by the government of the state, and legislative or executive action affecting hill Areas with respect to scheduled matters.
It has the right to discuss the Annual Financial Statement (State Budget) in so far it relates to the hill Areas and to facilitate discussion in the budget of hill areas and a bill recommended by the HAC may be passed by the Assembly with variation. With the election of Leishiyo as new chairman of the committee, three of the four NPF, one of the two major partners of the BJP-led coalition government, have enjoyed notable posts in the present government in the state.
Meanwhile, President of the Naga People’s Front Dr. Shürhozelie Liezietsu has congratulated K Leishiyo NPF MLA on being unanimously elected as Chairman of Hill Areas Committee, Manipur Legislative Assembly on behalf of the party rank and file.
